In a major step forward for media freedom and policy design, the Kurdish Media Watchdog Organization (CHMK), in partnership with the Kanga Educational Foundation (KEF) and the Vision Agency for International Development (VisionAID), successfully convened the Third CHMK National Forum for Media Reform. Timed to commemorate the 128th Anniversary of Kurdish Journalism Day, this high-level international scientific conference took place from July 8 to 9, 2026. The summit provided a vital global stage to address the pressing geopolitical challenges of the Middle East and the structural barriers facing independent journalism today. By housing the UK Media Reform Coalition (MRC), which was born out of the historic 2011 Leveson Inquiry, the Centre actively connects cutting-edge theory with policy activism. Their collaboration brought invaluable insights into building diverse, democratically accountable media ecosystems.
Journal of Digital Media & Policy (JDMP)
Published by the prestigious Intellect Books (UK) and indexed in top-tier global databases including Scopus and the Web of Science (ESCI), the JDMP serves as a premier venue for global media governance. Under the editorial leadership of Professor Petros Iosifidis, the journal acted as our official strategic academic partner for the high-level roundtable discussion, shaping the structural design of the Forum’s institutional policy recommendations. To ensure the insights from this forum reach a global audience, this partnership will culminate in a dedicated, globally distributed Special Issue of the Journal (Volume 19.1, March 2028) titled “Media Reform in Post-Conflict Regions: Structural Transformations, AI Interventions, and Digital Resilience.” Selected peer-reviewed empirical papers and data models from this conference will be fast-tracked for publication, elevating localised regional research into globally indexed benchmarks of international media governance.
The 3rd CHMK National Forum: Bridging Research, Policy, and Global Partnerships
This official booklet and conference proceedings document the outcomes of the 3rd CHMK National Forum for Media Reform, hosted at SOAS University of London on July 8–9, 2026. Bringing together international experts, policymakers, and scholars, this publication presents the empirical findings, strategic deliberations, and actionable policy frameworks developed during this historic summit. - Global Academic & Diplomatic Participation: Convened over two intensive days, the summit featured 15 keynote speakers and 25 peer-reviewed research papers delivered by scholars from Kurdistan, Iraq, Iran, Egypt, Greece, Spain, Norway, and the United Kingdom. A major highlight was the national proposal submitted by the Kurdish Media Watchdog Organization (CHMK) to the UK Media Reform Coalition’s (MRC) Alternative Green Paper for the BBC Charter Review in 2026, demonstrating how regional watchdog research can inform global public interest media debates.
- Historic Endorsement & Academic Recognition: Officially recognised by the KRG Ministry of Higher Education and Scientific Research as the first international scientific conference on media reform hosted abroad, the event commemorated the 128th Anniversary of Kurdish Journalism Day. Additionally, Intellect’s Journal of Digital Media & Policy (JDMP) committed to publishing a dedicated Special Issue (Vol. 19.1, March 2028) highlighting the summit’s core research themes.
- The 10-Year Strategic Roadmap: The primary output of the proceedings is the 3rd CHMK Media Reform Forum Recommendations (2026–2036).
